Upload speed difference between Browser and .NET library

What steps will reproduce the problem?
1. Use DocListUploader.exe(1.5.0.0)
2. Check pdf upload speed with High-speed Internet Connection.(Over10Mbps) 
3. Compare upload time by browser with by DocListUploader.exe

res) PDF Upload time (1.92MB, 5 time mean) 
　By browser - 4.28 sec
　By DocListUploader.exe - 13.68sec

What is the expected output? What do you see instead?
- reason why the differece happens
- solution

I send this to the service team. This is not due to the client lib (it would be 
hard to program so badly that you cause this), but due to the services using 
completely different codepaths, endpoints etc. There is nothing i, .net etc can 
do about this.
