LimitReader

Please provide a Reader counterpart to LimitInputStream that limits the number 
of characters that may be read by a Reader.

Use-case: I am implementing an InputDecorator in Jackson. Sometimes we are 
given an InputStream to decorate, but other times we are given a Reader without 
access to the original InputStream (if one ever existed).
