Allow using an org instead of the user-name as the github website. #249

Right now, websites can only be published to URLs of the form:

https://user.github.io/website

I would like to make it possible for people to publish to GitHub orgs they belong to:

https://org.github.io/website.

OK - I believe this is ready to be merged. See https://github.com/afqvault/afqvault/pull/26

Merging, so that I can keep going in documenting this. We can fix this up later if anyone runs into any issues.
