What steps will reproduce the problem?
1. Start winpdb with non-administrator privilege on Windows 7 command prompt

What is the expected output? What do you see instead?
The error says: "ImportError: DLL load failed"
What version of the product are you using? On what operating system?
Winpdb 1.4.8 with python 2.7 on Windows 7
Please provide any additional information below.
I'm not sure whether this problem is of Winpdb or some privilege problem with
my python site-package.
