Does Blizzard proc Fingers of Frost? How does casting Blizzard with Fingers of Frost work? #44

When Fingers of Frost procs, how does it interact with Blizzard? Does it consume the proc per cast? Per tick? How are the bonuses applied?

Bonuses are applied and consumed per tick of Blizzard. Each tick of Blizzard also has a chance per mob to cause another proc of FoF. This can result in FoF chains, given enough mobs to continually proc FoF.
