Graphing Calculator categories don't render (IE9)

What steps will reproduce the problem?
1. Open graphing calculator in IE9.
2. Click "Math" or "Logic" category in toolbox.

What is the expected output?
A pop over menu with a bunch of blocks. (See attachment from Chrome)

What do you see instead?
An empty pop over menu. (See attachment from IE9)

Note: This problem is not replicated on IE10.
