Subject says it all.
Android phone may be stationary and keep the same IP over time - using DynDNS 
it's easy to know it's IP.

UAV with Dronecell, could start an TCP session to Android on a predefined port.

What is the scenario in which this would be used? 

Is this replacing the bluetooth/xbee link with a cellular connection on both 
sides and tunneling the serial MAVLink data through a cellular connection?
