Schedule automated repo maintenance to run autonomously #1322

After successfully processing all Issues/PRs by manually running the repo maintenance job, this PR re-enables the schedule for live runs so it can operate autonomously. Also, tweaked a few values that will allow the scheduled job to process iterate through the items in the repo much more quickly based on what I saw in the logs from the manual runs.
