I feel like something like this would lead to interesting group dynamics.

Tank perk = makes all mobs within a certain radius to have a much higher chance of retargeting on you than anyone else. Multiple tanks all have an equal chance of being targeted, but non-tanks' chance lessens with every tank present. If everyone has the perk, then it cancels out and there is no difference.
