Improve CI pipeline to find a better way on installing LinuxCnc

Update CI pipeline to use a more robust and optimized method for installing LinuxCNC.

• BuildLinuxCnc.sh

  • Install pre-built LinuxCNC packages.
  • Add caching of dependencies to reduce installation time.
  • Ensure compatibility across different environments.
  • Add logging for installation failures.

• ci-prerequisites.sh

  • Install or update required packages with retry logic.
  • Add prompt for installing linuxcnc-dev if not already installed.
  • Add udev rules if not already existing.

• .github/workflows/ci.yml

  • Install pre-built LinuxCNC packages instead of building from source.
  • Add logging for installation failures.
