Update GitHub Actions workflow and README.md for Node.js version and artifact upload.

README.md
- Add a section explaining the new GitHub Actions workflow changes.
- Mention the updated Node.js version and actions.
- Provide instructions on how to view the uploaded artifacts.
.github/workflows/ci.yml
- Update actions/checkout to use v3.
- Update actions/setup-python to use v3.
- Update actions/cache to use v3.
- Ensure build.log and test.log files are created in the build directory.
