Add steps to check runner availability and log runner details in CI workflow.

• README.md

  • Add a section about configuring GitHub Actions runners.
  • Include instructions for setting up self-hosted runners.
  • Mention the required permissions and access for runners.

• .github/workflows/ci.yml

  • Modify the runs-on property to use a specific runner label.
  • Add a step to check runner availability before starting jobs.
  • Add a step to log runner details for debugging purposes.

• prerequisites.sh

  • Add a check for runner availability before installing dependencies.
  • Log runner details to a file for debugging purposes.
