Add dependencies and build scripts for LinuxCNC packages for supported platforms.

debian/control
- Add dependencies for Raspberry Pi 4 Bullseye and Bookworm.
- Add dependencies for amd64 hybrid environments.
README.md
- Add instructions on using QEMU to test and validate generated images.
