shut down the service #189

This PR updates the README to make it clear to folks that this service is no longer operational, with an explanation of why it happened, and a link to some alternatives for doing semantic checks on PRs.

@zeke as a heads-up I made a drop-in replacement for your GitHub App (https://github.com/Ezard/semantic-prs), so it might be worth mentioning this for folks who prefer to use a GitHub App over GitHub Actions
