Implement transfers to sequencer

Changes:

On commit update inner account.
- Fetch deposits and decide which have delay already passed and should be included.
Add committer.ml file where proving and storing of commits happen.
- Changed recomitting logic. We are now not storing the commit command, but instead witness needed to prove and recreate the command. This is because the unprocessed transfers action extension will change with users submitting deposits, so it needs to be reproven.
Add api for proving transfers (async for now).
- I would change it to async-less api in future PR and merge this so it can be tested.
Add tests.
- Add also archive to the testing ledger, to test fetching of actions.
