Picture-In-Picture window doesn't stay on top in KDE Plasma

What happened?

In KDE Plasma (Flatpak), the PiP window does not stay above others. It should.

I just checked and this does also happen in Firefox, but it doesn't seem like something that should happen, so I would still consider it a bug.

A workaround is to follow this procedure on KDE Plasma, or get this extension for Gnome.
