This needs to be done client side to limit traffic to the server.

One GET request per image, which will get cached on the browser
Scale the original to appropriate resolutions for different zoom levels. Use a virtual canvas element like here.
Colorize the result. Leave a border of black within 1 pixel of transparent. Replace black further in with faction color.

canvg is no longer needed and svg sprites are drawn much faster.
