Can't join the Caldari Militia #43

McNugget wants to expand the borders of the Caldari empire. The Militia Office "recruit" button is unimplemented. And there's a dead URL that should probably be intercepted if it's not already.

ditto....which is why it's still not working (it's not even coded at all).

90% of the clients urls are hardcoded. I cant do anything with them, but groove may be able to.
