Migrate from IRC to EventSub #8

Twitch recommends migrating IRC-based projects to their new EventSub-based chat.

This is currently on hold until Twitch adds the first time chatter flag to the EventSub chat messages: https://twitch.uservoice.com/forums/310213-developers/suggestions/48181199-first-time-chatters

The ability to highlight first time chatters is too important from a moderating standpoint for me to lose it.
