tools/configure-service stalls when trying to delete a service when the replicator is not running #145

What steps will reproduce the problem?

1. Install Tungsten with a service but do not start the replicator
2. Run tools/configure-service -D {service-name}

What is the expected output?

The script should tell the user that the replicator must be running in order to 
delete a service.  This is needed so that the replicator will clean up the DB 
schema and other files.

What do you see instead?

The script stalls and then fails w/o a meaningful message.

We'll use 2.1.0 instead of 2.0.8, hence moving the issues.
