Streets with both, left and right not editable on laptop #141

Streets that have tags with parking:both, parking:left and parking:right can't be edited on laptop because of hidden overflow.

The edit modal should either use columns or add a scroll bar to the editor container.

This is even worse on a mobile phone. A scroll bar really is urgently needed for the UI.
