Standard AI's do not build energy producing/storage structures away from their main base. #14

What steps will reproduce the problem?
1. Enter a Multiplayer/Skirmish game with at least one standard Sorian AI
Opponent (Not AIX's) 
2. Completety Destroy the AI's Main/Initial base by any means. 
3. Notice that the AI's economy is ruined even if they had significantly
expanded beyond their initial area

What is the expected output? What do you see instead?
The expected output would be having the AI build energy producing
structures/generators in its various expansion bases. If one's main base is
lost it should be devastating, but not fatal if the AI has an expansion
base(s). This issue is obviously invalid if the enemy commander survives,
however, as standard Sorian AI's seem to like keeping their ACU's at home
their commander rarely, if ever, survives. If the commander and all energy
structures are destroyed then a faction/player is left with only 200 energy
storage, which is not enough to build a tech 1 generator (costs 600
energy). This issue does not apply to AIX's

What version of the product are you using? On what operating system?
Sorian AI 2.0.0. Windows Vista
