Starter script Windows #5

Since this repository was recently referenced in an Aitrepreneur youtube video it may be time to add the starter script from #2. This is the code from the first improvement with additional comments. Hopefully TheEliteGeek can add their further improvements soon.

Readme updated for Windows web UI users

A Linux friend is needed to write an analogous bash script
