Cannot step through pages of control parameters

Describe the bug Clicking the SELECT button does not step through the pages of parameters in an engine's / layer's control screen.

To Reproduce Steps to reproduce the behavior:

1. Add a synth layer, e.g. Fluidsynth
2. Within the control screen, press the SELECT button

Expected behaviour The page of parameters change and the highlight bar moves to show which page is selected.

Actual behaviour The values change to show the next layer's values.

Setup:

Additional context Operation is selecting next layer not next control screen.
