Cannot assign X-Y controllers

Describe the bug Bold pressing two controller knobs enters X-Y controller assignment mode. It should be possible to change the assignment of controllers by adjusting other controllers but this does not work.

To Reproduce Steps to reproduce the behaviour:

1. Go to control view
2. Bold press two knobs to enter X-Y assignment mode
3. Adjust another controller

Expected behaviour X-Y assignment changes to include the adjusted controller.

Actual behaviour X-Y assignment does not change.

This is a regression. It is documented as working in previous versions so should be fixed before stable release.

This is working but it takes a significant change of controller value to trigger. I have updated the wiki to reflect this.
