Make unattached disks visible in the cloudbroker account page #1742

Currently via the api it is possbile to create disks, and attach, detattach them to vm's. But they are completely hidden from the cloudbroker portal user.

List up all disks
Make it possible to attach them to a vm and to delete them
Make it possible to create unattached disks
