This PR:

Unifies Feeds such that they inherit from a single abstraction; EncoderDecoder.Feed.
It makes creating extension functions simpler.
Adds the EncoderDecoder.Feed.use extension function
Removes usage of ByteChar in favor of inlining Byte and Char conversions
- JS tests were having a field day because JS hates Char
Reworks some things with Base16 implementation to make it easier to configure & use.
