This PR:

Implements the encoding portion for all 3 variants (Crockford, RFC 4648 section 6, RFC 4648 section 6) using the new EncoderDecoder
Maps the old encoding extension function bodies to use the new EncoderDecoder for Base32
Refactors the BitBuffer to be a base class for EncodingBuffer and DecodingBuffer, as different functionalities were required.
Cleans up some code and documentation.
