update alert for editors from Webtrees-MailSystem

As discussed today, as soon as webtrees has implemented 1) a task scheduler - to run tasks every day/hour/minute/etc. 2) a task queue - to break a large task into small tasks, which run continuously in the background

this Webtrees-MailSystem module could incorporate "Update alert for editors" as described in request https://www.webtrees.net/index.php/fr/forum/9-request-for-new-feature/33563-update-alert-for-editors-paying#72123 Hope those functions will soon arise in webtrees
