v1.1.90/v1.1.91 changes + Fix validator timeout #166

This PR contains the changes in v1.1.90 and v1.1.91 of the installer which I forgot to merge into main earlier

It also contains tellowkrinkle's fixes for the swift URL validator, see this issue for details: https://github.com/07th-mod/python-patcher/issues/165

I would have just brought master up to the same point as fix_validator_timeout, but unfortunately I already merged a PR from dependabot, so I have to merge: 903461ced4435a661cd3c75f9d92e591ab8ed3d2

Thought about it some more and I'll just do a rebase merge, as the commits here are not referenced by any tags / are not used in any releases (the current build of v1.1.91 is on a branch).
