devs_quick_start documentation needs update #82

Description

The devs_quick_start documentation needs an update as to the commands. Also, the structure of the document currently does not give a best overview as to the environment they have to set this up in.

Known issues

  1. Commands for running move tests dont work. They need to be corrected.
  2. Commands for giving permission to diem-node fails.
  3. Commands for running e2e smoke tests fail.

Solution

Re-structure this document first by introducing the tools needed for a developer to work on this project. Second, basic installation setup. Update to any commands that do not work as expected.
