Vouches not counted by those out of set/too few vouches, show on explorer.

For example, this newly registered validator, he has 3 vouchers, and the validator page shows 0 vouchers. 16B3DA73E53D17BFEB6B542F1AC33444

Thank you. The three vouches belong to the same family and, according to the current rules, they are not valid. Only valid vouches (true friends) are displayed in the Explorer. I believe we need to improve the description in the Explorer.
