issues and requests are stored in branches #4

There's two ways to do this:

1. Two branches: issues and requests

Each branch contains ONLY one kind of markdown file

2. One branch: markrequests

This branch contains two folders: issues, requests, where their respective markdown files live

How could I create an issue/lr? Would there be a web-ui,that has repo access and handles everything?
