Migrating from PcapDotNet to SharpPcap #9

SharpPcap provides cross-platform support. The target platform of all projects has been changed to .NET Standart 2.0. Unit testing project target platform changed to .NET Core 3.1. Changed example project.

Removed PhotonPackageParser project dependency from PcapDotNet.

Many thanks for your contributions, I am using SharpPcap on my projects too, but forgot to update it here on GitHub. I will leave some notes before I will merge it. And now you also have the time to rewrite your commit history if you want to change the email / username of the commit.
