docs: Add devlog page on v1.6.0 and update Config Schema docs

Summary

[!NOTE] This renames the "GraphQLSP Config" page to "Config Format" to acknowledge that the configuration now applies to both the CLI and GraphQLSP.

This adds a new devlog entry for our v1.6.0 release that's pending. It contains a section on "Multi-Schema Mode" and another on the "Vue & Svelte Support" that we added in the meantime (i.e. after v1.5.0 was released)

Set of changes

• Add v1.6.0 devlog page
• Move /reference/graphqlsp-config to /reference/config-format
• Split "Config Format" page into "Global Options" and "Schema Options"
• Ensure that users understand multi-schema options and the difference between schema- and global- options
• Add missing tadaTurboLocation and tadaPersistedLocation option
• Remove templateIsCallExpression from config documentation
• Remove template from config documentation
