startup setting "Include poles without wires" #11

Add a startup option to include poles which do not display copper wire connections.

I'm currently busy with other things, so I have no time for code reviews.

As a general option I have to reject this pull request. It will cause major issues with wireless poles from other mods. Please change the option from bool to a whitelist to avoid that.
