Date parsed as (today-1) if I just say @5:30AM in my time zone (Singapore) #105

What steps will reproduce the problem?
In Sinagpore at 5:20 AM on 05-Sep-2013 (early morning) if I set time to send 
the draft as '@5:25AM', it will be sent immediately on the next run (at 1-min 
frequency) instead of waiting for the time.

What is the expected output? What do you see instead?
Expected output is 05 September 2013 05:30AM, debug log shows that it is 
interpreted as 04 September 2013 05

What version of the product are you using?

Hello,

Thanks for the awesome report.. I hadn't really been able to test the 
assumptions that I made about how the Google Apps Scripts infrastructure 
regarding time zones.

I hope to clear this up over the weekend  :-)
