delaysend 8 date/time issue

What steps will reproduce the problem?
1. configure app to time zone madrid+1
2. try to senddelay some email with specific time in the next minutes ie: 7:25pm
3.

What is the expected output? What do you see instead?
expected: to send the email at the selected time
ongoing: the app stay at -7 gmt and the email is not sent in the next minutes 
but in the next 8 hours

What version of the product are you using? On what operating system? 8.0 win 7

Please provide any additional information below.
