Implement ZMQ listener service #6

This service should subscribe to our ZMQ channel and dumbly push everything into mongodb, hopefully using an Incident model.

We're making progress here. What we need is to 1. be able to accept large-ish multipart binary data (video, images, metadata). 2. Send into mongodb
