[Bug] Drag&Drop / ALT Keys Characters #1220

  1. It is not possible to drag&drop the window when settings(F1) is opened;
  2. Insert special characters using ALT key works in some cases (± ALT+241) but not in others (♂ ALT+11);

For 1. I don't feel like it is a bug. For 2. You should raise a bug ticket/report to Microsoft since this is a bug or maybe unsupported scenario of the RichEdit component provided and implemented by Microsoft.
