The mouse cursor fails to change into the hand pointer when the user hovers over or even clicks the vertical scroll wheel .
Procedure
Type until the scroll bar appears or just keep hitting the Enter key until the vertical scroll wheel appears.Now move your mouse pointer to the bar and there you go.
