Add an optional duration parameter to routines. #3

Currently routines have to be explicitly enabled and disabled in the timeline. For short effects this is a bit of a bind.

Add an optional fDuration parameter that when set to a value > 0 will disable the routine automatically after this length of time.
Where the duration is set to zero, the routine will run until the end of the demo or whenever it is explicitly disabled.
