fix: check if address is valid before loading #73

The list of OFAC sanctioned addresses is generated from an 'untrusted' source. Skip and warn about everything that we can't parse as an address.

Currently, there is one address on the OFAC sanctioned addresses list for Bitcoin that's not a Bitcoin address.
