Add Delegate Option #64

Add the ability to delegate from the Partners (Members) view

@skuhlmann the delegate modal comes up and quickly disappears without allowing any interaction

This is more of an issue that I expected and I haven't identified the fix yet - for now I am going to hide these links on the member page and people can use the links in their profile page to rage quit and delegate.

@earth2travis think hiding these links on the Partners (Members) view is fine. I do not believe they even want to use the Delegate features. The PR in feature/week-2-feedback still has Delegate to from the ... menu:

Should we just remove these options all together?

Also noticed the menu when you click the username no longer has the View Profile option in your PR branch:
