currently the molochDAO contract has no dedicated function to create funding-proposals. you have to create a membership proposal first, then ragequit the DAO. that is a UX and security problem.
better would be to have a separate function that directly pays out funds. issue https://github.com/deora-earth/rosebudDAO/issues/20 implements this on the contract side. UI adjustments are needed to make use of the new function.
