Fix powers of Tau #19

Looks like IPFS links got rotten, replace them with S3 links. In case of problems, contact me by sending as email to hello@sergeypotekhin.com or use Telegram @p0tekhin.

The PoT are downloaded from the https://github.com/iden3/snarkjs Google Storage bucket. Unfortunately, they don't have CORS wildcard, so these links can't be used in app as it is. Alternative solution would be rejecting this PR and asking Iden3 to set up CORS headers for zkrepl.dev.
