This PR does the following:

change PP public from selectedGER to l1InfoTreeRoot
- select l1InfoTreeRoot via l1InfoTreeLeafCount
- update test
only allow transitionChains to call onSequenceBatches as a safety measure
add _disableInitializers(); in consensus implementations for best practices
- update test
typo IPolygonZkEVMVEtrogErrors.sol --> IPolygonZkEVMEtrogErrors.sol
