change synchronization config params 'Enable' to 'Enabled'

What does this PR do?

Change next configuration entries:

• Synchronizer.L1BlockCheck.Enable -> Enabled
• Synchronizer.L1BlockCheck.PreCheckEnable -> PreCheckEnabled
• Synchronizer.L2Synchronization.Enable-> Enabled
