gh: Github ticket templates #211

Done in order to reflect the same principles as in https://github.com/0xPolygonMiden/miden-node/pull/261. The files are essentially the same with some small contextual changes.

Yeah, very similar with some minor contextual changes/simplifications

Could we use the same templates here as we did in miden-base? (with adjustments for client-specific stuff, of course).

Made it similar to the base repo's files, although that repo does not have an issue template (I can remove it from here if preferred)
