Improve tooling and prepare for release #222

Various improvements to the tooling which will allow more standardized code and process across all Miden projects:

Adds rustfmt.toml for consistent formatting
- This implies some formatting changes on the code
Introduces cargo make and adapts CI/docs

Open questions:

Should we commit Cargo.lock (perhaps after separating the CLI and library into crates)?

Follow up:

Split repo into main/next and add a contributor markdown file explaining the setup
